Disabling Parent Menu Links of Dropdowns

Make sure to create your menu custom under Appearance > Menus in your WP admin, see:

For the top menu item(s) which you do not want to be clickable, you’ll see “Links” on the left. For the URL, add either:

javascript:void(0)

OR

Update: It looks like simply leaving the URL field blank will work the best.

And for the text add whatever you’d like.
